You can consider Sharepoint 3 a "smaller" version of Sharepoint 2007. What we have here is a Sharepoint 2007 on a shared server and since it is located on a shared server, we can offer it at a cheaper price. However, there are things that you cannot do on a shared server, such as you cannot do anything that requires administrative access (such as an access to the Sharepoint Administration portal, Sharepoint backup, etc) and you cannot have an RDP access.

It will all depend on the hosting plan you selected. If you are under our basic MOSS Silver Plan, then the answer is "no". These features are only available on MOSS Gold Plan or above as you need at least 2 additional MOSS Configuration Databases to do it.
